New leadership for the union

UW's only certified union -- Canadian Union of Public Employees local 793, representing staff in two of the university's biggest departments -- has an acting president for the next few weeks, as its long-time president has been promoted into a management job.

Hernan Crespo, president of CUPE 793 for eight years, was promoted late in the summer to a foreperson's job in the plant operations custodial section. That's a non-union position. Crespo's departure leaves Jim Cairney, a plant operations painter, as acting president of 793. He was previously the union's vice-president (plant operations).

CUPE 793 represents hourly-paid staff in plant operations and in the food services department.

Cairney said he is "being thrown in at the deep end" as CUPE 793 is in the midst of negotiations for a new employment contract with UW, the first since the expiry of the three-year Social Contract. The formal conciliation process is beginning today with representatives of CUPE (both the union local and the union's regional professional staff) and of UW (headed by associate provost Catharine Scott).

Neil Stewart, chief union steward, becomes plant operations VP of the union local in Cairney's place. There's a change in another union post as well, as Inge Butter, vice-president (food services), took early retirement this summer. Filling in for her is Cathy Forlippo. The acting officers will serve until elections are held next month.

Senate hears national leader

A visit from Robert Giroux, president of the Association of Universities and Colleges of Canada, is first on the agenda for tonight's meeting of the UW senate. The meeting begins at 7:30 p.m. in Needles Hall room 3001 and is open to the public. The senate is UW's chief academic governing body.

Also tonight, senate may see a draft of "Policy 73, Intellectual Property Rights". The draft has been in preparation by a committee set up last winter, chaired by Jim Brox of the economics department, following recommendations of the Provost's Advisory Committee on Intellectual Property. Brox's committee was asked to write a UW policy to cover "authorship, patents, software, copyright, and materials developed for teaching. It should include a Statement of Principles, default options for sharing IP rights, and mechanisms for informal and formal dispute resolution." The draft would go to faculty councils and other bodies across campus for comment before senate votes on approving it.

Among smaller items on the agenda for tonight, senate will deal with setting up a nominating committee for vice-president (academic) and provost. Would you believe it, Jim Kalbfleisch has been in that position since July 1, 1993, and the end of his five-year term is in sight. He's eligible to be reappointed.

And finally, I know you won't want to miss this news: today has been designated by the United Nations as International Day for the Preservation of the Ozone Layer. And the ozone issue is more complicated than some people might think, says an article that appeared in the UW-based newsletter Wat on Earth last fall.
