SOCIAL CONTRACT:  Ontario premier Bob Rae is to make a "general statement"
today about his government's plans for cutting the public payroll, now that
the proposed three-way "social contract" talks have ended without success.
A more detailed announcement is expected Wednesday.  Meanwhile, union 
leaders continue to denounce Rae's proposals for a three-year pay freeze
and voluntary unpaid time off work, even with the latest sweeteners of a
"job security fund" and protection for everyone earning less than $30,000
a year.  

RIGHTS OFFICE MOVES:  The "office of ethical behaviour and human rights",
meaning coordinator Matt Erickson, has moved to a permanent location as of
today.  It can now be found in Math and Computer room 4048, phone ext. 3765.
